With a voice tailor-made for dance music, why does Cece Peniston waste it on so many blah ballads? Her third album, Movin’ On, starts with several low-energy, mid-tempo songs, before building with the rousing ”House Party” and climaxing when Peniston tears into the Jocelyn Brown classic ”Somebody Else’s Guy.” Another potential club hit, ”Don’t Know What to Do,” similarly displays the sassy, powerful pipes that made ”Finally” a smash.
