Processed beats and airy vocals that neither anchor nor elevate result in a set of dance-floor trifles that’s passable (especially ”Put the Needle on It”) but not very memorable. Minogue needs some of her big sister’s cheekiness — Kylie freshened similarly prefab material by playing along with the campiness of club sirendom. And she had that whole ”Locomotion” thing to overcome.
