And its sound befits that ethic: Guitars are hurried, vocals raw, and the lyrics riled up. With trademark vituperation, Costello mixes global and sexual politics in ”American Gangster Time” (a veritable This Year’s Model outtake) and even attacks Web gossipers in ”No Hiding Place.” But there are pinches of gentleness. Soul ballad ”Flutter & Wow” might be the best of his rare love songs, and harmonies from Rilo Kiley’s Jenny Lewis add elegance to this garagey mix. A-
