The gravel-throated Brit delivers like the old pro he is on this set of well-chosen pop and soul covers. But the dainty arrangements torpedo such potential highlights as Cocker's sensitive readings of U2's ''One'' and R.E.M.'s ''Everybody Hurts.'' While the R&B tunes at least manage serviceable barband grooves, Heart & Soul represents a missed opportunity for a performer who deserves better.
