Although it's been four long years since their dance-pop masterpiece Discovery, this cheeky French duo slapped together Human After All in six weeks late last year. The haste did them no favors. The album is dominated by overly repetitive, lumbering throwaways like the half-cocked wannabe party starter ''Steam Machine.'' Maybe the Punks should have spent more time in the studio instead of buffing those immaculate LED-flashing robot heads they're so fond of wearing.
