The multiethnic waif-chanteuese forsakes the grounded charms of her U.S. debut, last year's Not Going Anywhere, for a floaty, shell-shocked and, alas, snoozier mélange of Appalachian trip-hop and bossa nova. Singing in French, as she does roughly half the time on Nolita, Keren Ann can be exquisitely alluring. Resorting to English (and a flood of water/rain imagery), she's also trés interesting, but rarely compelling.
