Not since Monica Lewinsky has there been such ado about a hat. Or at least a hat maker. These days celebs have made Eugenia Kim their heady designer of choice, from J. Lo's floppy hippie number at the American Music Awards to Eve's chained fedora on the cover of her latest CD, ''Scorpion.'' ''It's a great way to make yourself the center of attention,'' says Kim, who also capped Gisele Bündchen and Cuba Gooding Jr. at last year's VH1 / Vogue Fashion Awards, and counts Lil' Kim, Ashley Judd, Gwen Stefani, and Lauryn Hill among her fans. Adds stylist Phillip Bloch, who works with Halle Berry and Courtney Love, ''Whether you're feeling rock & roll or 1920s, hats are a great accessory for expressing personal style.'' Designers seem to agree: Cynthia Rowley, Michael Kors, Marc Jacobs, and D&G all showed chapeaux with their spring 2001 collections. Bring on the bad hair days.
