If Jay-Z is looking to rest the future of his hip-hop empire on the feeble shoulders of this Philadelphia duo, here's hoping he's got a decent Plan B. On Young Gunz's second LP, Brothers From Another, Chris and Neef show exactly how little they have learned from their boss. Aside from the irresistible summertime jam ''Don't Keep Me Waiting (Come Back Soon),'' the hackneyed hooks and flatline rhymes are sleepier than Rip Van Winkle after a long run.
