Side-project alert! Tim Armstrong (Rancid's singer-guitarist), Travis Barker (blink-182's drummer), and Rob Aston (some dude who raps like a wounded grizzly bear) drop a second album that's fine when they up the ska-rock elements (''Gangsters & Thugs,'' ''What I Can't Describe'') but kind of annoying when they get shouty and sloppy (''Not Today,'' ''Pay Any Price''). Think of Transplants as a slightly above-average combo of the Clash, Fun Lovin' Criminals, and some snotty band from the burbs on Haunted Cities.
