Ex-Fugee Pras seems like a swell guy. On his second solo disc, Win, Lose, or Draw, he empathizes with immigrants (''For Love''), apologizes to an ex (''Mistakes''), and disavows the thug life. But the feel-good vibe can't disguise the obvious: Pras' flow is as exciting as C-SPAN. Add a reliance on trite sentiments, bland hooks, and the schlocky U2-inspired atrocity ''Haven't Found,'' and listeners will be begging for a Fugees reunion.
