Oklahoman Charlie Wilson influenced two generations of R&B stars with his silky-tough voice and electro-funk grooves in the Gap Band. Now they repay the favor on Charlie, Last Name Wilson: Justin Timberlake, Snoop Dogg, and Twista bring the bling, but R. Kelly's midtempo ballads dominate. With Wilson's multi-octave voice doing the heavy lifting, all that's lacking is an uptempo burner worthy of the Gap Band's ''You Dropped a Bomb on Me.''
