On stern rabble-rousers like ''Repent,'' the dancehall croaker Shaggy demonstrates his potential to be a reggae spitfire, a successor to Peter Tosh. Too bad, then, that Shaggy spends most of Clothesdrop in search of a follow-up to his flyweight hit ''It Wasn't Me.'' Maybe he should lose the monotonous, low-rent beats and banal-hook girls (and boys).
