''I ain't been goin' nowhere for quite a while,'' sings the North Carolina-bred troubadour on his new album, Jacksonville City Nights, the second of three he's set to cough up this year. The sentiment could apply to his own stalled musical progress. A canny mimic, he reverts to his own past on Jacksonville, recycling once-effective vocal melodies and hackneyed ''rain'' and ''valley'' metaphors to increasingly stupefying effect. Somebody tell this man to take a vacation.
