Black Sheep Boy Appendix, a sort of condensed reprise of Okkervil River's acclaimed album of the same name from earlier this year, is yet another boon for fans of the Decemberists/Mountain Goats vein of storytelling: Literate, haunting, and gratifyingly musical.
