Here's proof that suburban angst and ennui are not strictly an American epidemic. Hailing from an unremarkable town outside London, this quartet turns its aimless nights (''Tied Up Too Tight'') and empty bank accounts (''Cash Machine'') into Stars of CCTV, an album of tight and spiky blue-collar dance rock. Richard Archer's lyrics are a bit boilerplate, but the hooks are sweet and the foursome's savvy blend of the Clash's punky reggae and Franz Ferdinand's disco guitar attack makes the minor sins easy to overlook.
