''There's a change in the weather,'' coos The Concretes' Victoria Bergsman. And she means it: The forlorn Swedish eight-piece band are suddenly sunny on their second Stateside full-length, which remakes their gauzy indie pop with sprightly soul horns, sawing fiddles, and chipper melodies. As pretty and tuneful as In Colour is, though, happiness doesn't entirely suit Bergsman's aloof delivery. Thankfully, the Concretes haven't totally given up on fashionable moping. ''Tomorrow'' is a despondent minor-key ballad that'll have you sniffling into your aquavit.
