Some pretty hip folks (Iggy Pop, Joan Jett) have given Peaches' porno-pap the thumbs-up, but it ultimately feels kinda sterile — a serious shortcoming in music that purports to carry an erotic charge. Her third album offsets her potty-mouthed proclamations with a few half-decent metal guitar riffs, but even those can't save Impeach My Bush from its inherent tedium. On the bright side, Peaches may be the ideal candidate to tackle that covers album of Frank Zappa's sex ditties (''Bwana Dik,'' ''Penis Dimension'') no one's yet attempted.
