Thus far, singer-songwriter-guitarist Butch Walker has been far more successful writing and producing hits for other acts (Pink, Lindsay Lohan) than for himself. But the ever-optimistic former frontman of under-heralded Atlanta power-poppers Marvelous 3 continues to pursue rock godhead with a wink and a smile on his third rousing solo CD of loosey-goosey rockers and bleary-eyed ballads. As titles like ''Paid to Get Excited'' and ''Too Famous to Get Fully Dressed'' hint, Walker's as interested in goofy fun as killer hooks; both are in plentiful supply on The Rise and Fall.
