The East Harlem Afro-Filipino singer, Joe Bataan, still known as ''The King of Latin R&B,'' pioneered the fusion of mambos and rumbas with American soul music. This 1971 LP Mr. New York and the East Side part of a massive reissue project from seminal salsa label Fania moves between brass-and-conga-driven dance tunes, jazzy bilingual hybrids, and English-language pop flashing Latin roots, like the home-style cover of Chicago's ''Make Me Smile.''
