Though revelations are few (this just in: War stinks), the veteran rabble-rouser folds his political sermons inside uplifting reggae-fired funk with help from Jamaican rhythm masters Sly Dunbar and Robbie Shakespeare. On Yell Fire!, Folk-anthem earnestness surfaces (''Is Love Enough?''), but the motivational words of ''Everybody on a Move'' prevail: ''I like my bass loudy, loudy, louder.'' Who says protest songs can't be both fiery and fun?
