Frank Capra's comedy-drama State of the Union scathingly examines the way political candidates are packaged. Spencer Tracy is an industrialist with great ideas whose mistress (Angela Lansbury) enlists a pro (Adolphe Menjou) to guide him. That means reuniting with his estranged wife (Katharine Hepburn) for the campaign. If you don't think the film is timeless, just wait till the candidate yells, ''Don't you shut me off! I'm paying for this broadcast!'' A couple scenes of patriotic Capracorn, and Universal's lack of any EXTRAS, are among the few hanging chads. B+ Edward Karam
