The Kooks are the latest in a long line of guitar bands to arrive amid deafening ballyhoos from the U.K. press, with songs and hairdos sculpted to evoke the Britpop golden eras of 1966 and 1977 on Inside In/Inside Out. But this young Brighton quartet has skill and charm worthy of its source material. ''Eddie's Gun'' and ''Sofa Song'' are scrappy little melody bombs, mixing Beatles-y harmonies with blasts of punk aggression. The band's great strength is its surging rhythm section, which tilts the songs toward the dance floor and brings freshness and oomph to chord progressions and tunes we've been hearing since... 1966 and 1977.
