THE PREMISE The country is facing ''a wave of terror attacks,'' says executive producer Howard Gordon of the Jan. 14 premiere. ''It's an escalating crisis, and Jack is brought back to help.'' Well, naturally! But even Bauer can't save the U.S. from the belly of a ship. ''He's back from China...but he's been traded secretly.''
