The first hour or so of Bugsy, Barry Levinson's biopic, still tingles with smarts and venom. When Warren Beatty's charming, hot-tempered mobster tries to woo Annette Bening's trampy moll on a Hollywood movie set, she blows cigarette smoke his way and dismisses him snappily: ''Why don't you run outside and jerk yourself a soda?'' Alas, as their characters become more sympathetic, the film loses that gum-behind-the-ears tartness.
