On her sophomore outing, American Idol survivor and current Celebrity Fit Club contestant Kimberley Locke is unshackled by the constraints of genre. Based on a True Story shows her as much at home with a cathartic country ballad (''Change'') as she is with a lurching rocker (''Any Which Way''), a reverent cover of a chestnut (''Band of Gold''), or an Oprah-ready anthem of gratitude (''Everyday Angels''). But stylistic variety means little if it isn't accompanied by memorable performances, and K. Lo fails to inject personality into these songs. C
