Documentarian Kirby Dick exposes the Motion Picture Association of America's arcane ratings policy in This Film Is Not Yet Rated. (Certain depictions of sex are no-no's, while the MPAA looks the other way at excessive violence.) This Film... was initially slapped with an NC-17, due to ''naughty'' snippets of films like Boys Don't Cry, but Dick was tickled to learn his doc so spooked the MPAA that it violated its own piracy restrictions by making a secret copy. EXTRAS A highlight: John Waters' recollection of the MPAA's insistence on ''proper'' fellatio technique. B+
