''Don't treat me like a baby,'' pleads 20-year-old Paolo Nutini on his debut album, These Streets, a request that would be easier to honor if he spent less time crying and carrying on. The Scotsman is the latest troubadour to slouch out of Britain with guitar in hand and heart on sleeve. His warbly baritone has led some to dub him a ''soul singer,'' but the songs are pro forma confessional adult alternative: basic pop-rock arrangements, draggy tempos, lots of self-pitying doggerel. Who knew there was a more annoying singer than James Blunt?
