Madonna may affect a posh speaking voice and taste for British beer, but Belinda Carlisle is a far more rabid advocate of her adopted Euro homeland. On Voila, she applies a fluency in French and her infamous vibrato to beloved Gallic evergreens, some obvious (''La Vie en Rose''), others more obscure (Brigitte Bardot's ''Contact''). It's never a chore to hear these lovely songs, but Madame Carlisle, while credible in accent and intonation, lacks the world-weariness to give this collection that certain je ne sais quoi. B
