''We have all the time in the world to get it right,'' Glen Hansard moans on ''People Get Ready,'' from his band's seventh album, The Cost, and though it's only 44 minutes long, endless is how it feels. The Frames just about define overripe, both musically (imagine if Coldplay decided to make its power ballads even more bombastic) and lyrically: ''I played the saint/And a saint I ain't,'' ''Raise your hopeful voice/You have a choice,'' like that, with Hansard's self-important mewl making his fellow Irishman Bono seem downright modest.
