An unflagging optimism permeates the final entry in the late August Wilson's astounding 10-play, 10-decade ode to 20th-century African-American life. ''This is 1997,'' declares Pittsburgh mayoral hopeful Harmond Wilks (Harry Lennix). ''This is America. This is the land of opportunity.'' His associate is named Roosevelt (James A. Williams). The two even sing a snippet of the cheery ''Blue Skies.'' That Radio Golf lacks the gravity of, say, Fences or Seven Guitars isn't the issue. It's that Kenny Leon's production lacks drive. Like the game, Golf is elegant, orderly, and a bit of a yawn. B
