Films tackling revolutions often lean toward the epic, but English director Ken Loach ably captures the battle against British tyranny with an intimate tale of two Irish siblings (Cillian Murphy and Pádraic Delaney) swept up in a 1920s uprising. Political passions pit neighbor against neighbor and brother against brother in The Wind That Shakes the Barley. EXTRAS Loach's commentary reveals his socialist ideals; he says pointedly that the British right labeled the film Riefenstahlian. But in a doc, actor Brian Cox calls Loach's films a ''social history of this country.'' B+
