''Ain't speaking with a purpose?/I'ma call it crap music,'' Chamillionaire sneers on ''The Morning News.'' His sophomore CD, Ultimate Victory, picks up where last year's anti-racial-profiling hit ''Ridin''' left off, admonishing a culture more concerned with celebrity gossip than government hypocrisy and institutional prejudice. The rapper's message hits home on most of the curse-free tracks — though at times misogyny (''Industry Groupie'') undermines his holier-than-thou stance. That's when this gadfly morphs into a pervy, grumpy old man. B
