first solo CD in more than a decade boasts a definite spirit of adventure, with vocals that effortlessly tackle pop-rock (''Two Times
Blue''), menacing funk (''Love With a Vengeance''), and new-wave disco
(''Charm Alarm''). But there are missteps, such as the torchy ''What Is
Love.'' Still, Necessary Evil is by no means a legend-besmirching return from the
Woman Who'll Always Be Debbie to Us. B
