The fact that this sunny band hails from Dublin, Ireland, is merely an accident of geography. Beginning with the release of The Thrills' debut, 2003's indie hit So Much for the City, the quintet have steeped themselves in the aural swoon of '60s and '70s California rock. On Teenager, singer Conor Deasy retains his wistful Neil Young rasp, and the group jangles merrily on, turning could-be teen laments like ''Nothing Changes Around Here'' into giddy paeans to the joys of just hanging out. Arrested adolescence has rarely sounded so inviting. A-
