Considering their claim to fame is the novelty Snakes on a Plane song, you might be surprised to find Cobra Starship still in flight. More unexpected: The emo-dance act's second disc, Viva La Cobra!, improves on 2006's While the City Sleeps..., with catchier hooks and harder-rocking beats supplied by Fall Out Boy's Patrick Stump, who produced. You gotta dig a band that, like FOB, compensates for any shortcomings with wink-wink titles such as ''Prostitution Is the World's Oldest Profession (And I, Dear Madam, Am a Professional).'' B
