This lovable Brooklyn misfit made a splash in '97 with her quirk-hop hit ''Legend of a Cowgirl,'' in which she promised to ''spend all my money on absolutely nothing'' over a sample of Donovan's ''Sunshine Superman.'' Today, Imani Coppola's commercial buzz has dried up, but her idiosyncrasy still flows free. On Black & White, she sings about springtime in NYC and the horror of a 30th birthday while flitting between ska, rap, electro-pop, and punk. Remember when Macy Gray-esque eccentricity mattered? Imani does. B+
