Pirates of the Caribbean: At World's End, the third and final part of the trilogy, makes the first two look like YouTube videos: Everything's grander and noisier, from the crowd of Captain Jacks in an early scene to the climactic maelstrom, which a making-of doc modestly assures us is ''the biggest action sequence ever attempted,'' with ''the most lights that have ever been used'' and ''the largest gimbals in the film business.'' Plot logic wasn't in the budget, but World's End is more fun than the dreary Dead Man's Chest. Still, you may want to buy a bigger TV first. B
