Sting, Sinéad O'Connor, New Kids on the Block, Jackson Browne, Crosby, Stills & Nash, Rubén Blades, and Wynton Marsalis have been confirmed for two Chilean benefit concerts for Amnesty International on Oct. 12 and 13. The country was passed over on Amnesty's 1988 Human Rights Now! tour, but the electoral defeat of dictator Augusto Pinochet means that the concerts, called ''From Chile . . .An Embrace of Hope,'' can now be held at Santiago's National Stadium, where Pinochet regime dissenters were once imprisoned and tortured. For those who will go to any lengths to hear ''Roxanne'' or ''Running on Empty,'' tickets will be available soon through Amnesty's New York office.
