New York City's Strictly Rhythm label helped define and broaden the uplifting club sungenre known as deep house, a four-to-the-floor mix of disco fever, gospel fervor, techno hypnotics, one-world rhythmic accents, and New Age spirit catching. On 10 Years of Strictly Rhythm--Mixed by ''Little Louie'' Vega, a double CD of ecstatic classics (with Ultra Naté, Barbara Tucker, Armand Van Helden, etc.), producer-DJ Vega's job is less to elevate a dance floor than to artfully present back catalog. But he finds a pretty good medium. B+
