In this sluggish musical (music by Frederick Freyer and book and lyrics by Patrick Cook) inspired by the Kipling tale, a spoiled brat learns about love and responsibility on the high seas. Unconvincing as a simple Portuguese fisherman, Treat Williams (Hair) imparts these life lessons despite his ruffian colleagues' contempt. Only Brandon Espinoza, the sweet-voiced youngster, infuses some spirit into the predictable proceedings. C-
