Call it a second wind or the chart-minded input of Arista head Clive Davis. Whatever the impetus, the single ''Glitter in Their Eyes'' from Patti Smith's upcoming Gung Ho album is her spunkiest rocker in years — three minutes of springy new-wave guitar propelling her rant against the WTO, Wall Street, and "42nd Disney Street." Someone tell Billy Corgan '79 lives, at least in spirit. A-
