''I'm gonna be a great singer-and a great actress, too!'' Judy Garland says in her opening scene in Thoroughbreds Don't Cry. At 15, she was already well on her way, as is clear from the two rarely seen, modestly budgeted programmers in this double-feature set. The first, her initial teaming with Rooney, is a lively racetrack saga. The second is a breezily sentimental trifle about a widow and her kids that she made during The Wizard of Oz's production delays. As a bonus, a supplementary audio track offers alternate takes of all of Listen, Darling's songs plus one number (''Sun Showers'') cut from the final film. Both movies: B-
