A weird blend of Pennsylvania Avenue residents and MTV celebrities turned up at Manhattan's Supper Club recently to pay homage to R.E.M., the winners of a political-activism award from Rock the Vote. In the mix: everyone from babyfaced White House operative George Stephanopoulos to babyfaced popster Donny Osmond. Even President Bill Clinton checked in with a video tribute. But the event's real revelation was that R.E.M., which hasn't toured since 1989, is considering hitting the road following the release of a new disc this fall. Says drummer Bill Berry of the potential tour: ''Maybe.'' Maybe? ''Probably.''
