In hot-button torture thriller Rendition, an icy Bush Administration surrogate (Meryl Streep) transfers a suspected terrorist (Omar Metwally) to a skeptical CIA analyst (Jake Gyllenhaal) in Africa for ''enhanced interrogation.'' Reese Witherspoon is the suspect's American wife, stymied in her quest for answers by the unassailable cause of ''national security.'' EXTRAS Director Gavin Hood is diplomatic in his commentary, pleading for honest debate on the equal need for safety and freedom. But his film is more for folks like Streep, who, in a doc, says she ''sits at home and yells at the TV news.'' B-
