Add The Unforeseen to the catalog of artfully produced nonfiction films that show how humans are screwing up the planet. Here, the damage revolves around Austin, where insensitive real estate development (with a thumb up from then governor George W. Bush) messed with community autonomy, water quality, and, oh, cosmic balance. Laura Dunn's heartfelt film is best when she lays out facts like a land surveyor — and squishiest when she loads on a surfeit of visual ''poetic'' commentary: shots of burbling springs, aban¬doned construction sites, and Robert Redford contemplating nature. B
