Here, the damage revolves around Austin, where insensitive real estate development (with a thumb up from then governor George W. Bush) messed with community autonomy, water quality, and, oh, cosmic balance. Laura Dunn's heartfelt film is best when she lays out facts like a land surveyor and squishiest when she loads on a surfeit of visual ''poetic'' commentary: shots of burbling springs, aban¬doned construction sites, and Robert Redford contemplating nature.
