''I believe in music the way some people believe in fairy tales,'' says 11-year-old August (Freddie Highmore), a multi-instrumental prodigy searching New York City for his star-crossed parents (Keri Russell, Jonathan Rhys Meyers) while dodging an unhinged busker (Robin Williams). Actually, August Rush isn't enough of a fairy tale. Vague realism (bleak orphanage scenes) plus fantastical plot twists (our hero goes to Juilliard and conducts a Central Park concert) produce a muddled series of off-key notes. And the EXTRAS — a cacophony of deleted scenes — aren't any more melodic. C-
