Reba McEntire has been vacationing in the outer suburbs of country music in the last few years, recording material inappropriate for the genre (''Respect'') and unsuited to her voice. Here, with a switch to producer Tony Brown, she returns to her old stomping ground with a bankable set of ''woman to woman'' songs in Rumor Has It. Her old vocal flourishes and sentimentality kept to a minimum, McEntire shines on any number of cuts, especially ''You Lie,'' a ballad of marital tension and infidelity. If Edith Piaf had hailed from Oklahoma, she'd have sounded like this. A
