It was a year ago Nov. 9 that the Berlin Wall was first opened, a Cold War milestone marked here by an ambling 50-minute German- produced documentary comprising Wall history, legend, and lore. While a useful Wall chronology and video scrapbook, Berlin: The Fall of the Wall is strangely bloodless and desultory — given the subject's great urgency and drama. The best moments retell events surrounding the Wall's construction in August 1961. C+
