Though they're German, Scorpions avoid the Teutonic tomfoolery favored by other heavy-metal acts, regardless of nationality. Their 14th album, Crazy World is surprisingly melodic and versatile. Even its power ballads, like ''Wind of Change,'' approach a genuine pensiveness not usually found in the cornball world of mellow metal. Of course, some of the songs are as stupid as hard rock often gets (''Tease Me Please Me'' and ''Kicks After Six''), but who expects rockers to be rocket scientists? B-
