The psychedelically inclined Brits The Verve broke up after both 1995's A Northern Soul and 1997's Urban Hymns. This belated follow-up Forth doesn't have anything as memorable as Hymns' ''Bitter Sweet Symphony.'' But the soulful single ''Love Is Noise'' and the sweeping ''Valium Skies'' come close. Hopefully, they'll stick together long enough to make another. B
